What:
If the water is stuck behind a dam it's not moving and has little to 0 kinetic energy. It does have potential energy. If the dam broke, the water would come rushing out. It would then have a tremendous amount of kinetic energy as it moved down the river away from the broken dam. Another example is a stopped bike on a road at the top of a hill. This is the same idea as the dam.
