a: Physical change ~
b: water freezing or melting

What:

Water has 3 states: solid, liquid and vapor. The states can be changed by changing the surrounding temperature and air pressure. When water changes from liquid to solid, it freezes; that is a physical change. The individual water molecules don't react, they change the way they interact with each other.
