What:
It has a polar part for mixing with water and a lipids and a hydrophobic portion for mixing with hydrophobic liquids. It has the effect of lowering the surface tension of a solution. Lowering the surface tension of a solution makes it feel oily, kinda like the feel of the water is a laundry machine or soapy dish water.
