Of course, some ladders and some rungs on those ladders are better than others. But when a stock forms a base, it's firming up, becoming more solid, becoming less volatile. This behavior give the stock the chance to move higher. This is somewhat like moving up a ladder; it's only possible when the rungs are firm and constant.
